STRENGTHENING THE INFORMATION SYSTEM FOR PERSONS WITH DISABILITIES IN MAURITANIA

Overall Objective:

The main objective of this consultation is to “strengthen the information system of the DPSH1.” This strengthening has been achieved through: (i) analysis of current data management tools, (ii) identification and implementation of flexible mechanisms for automated data collection and management on persons living with disabilities in Nouakchott and other regions, particularly in the Guidimagha region.

Expected Tangible Results:

  • The strengths and weaknesses of the current information management system for persons living with disabilities are identified and well understood.
  • Improvements to the current data management system, including real-time data collection tools, are explained, justified, and proposed to the sponsor.
  • A capacity-building plan for MASEF, particularly the DPSH, to handle the developed data management tools is proposed.
  • A process and tools that facilitate the acceleration of registration and rapid issuance of cards to persons living with disabilities are proposed.

Methodological Approach:

The adopted approach was organized into three stages:

Stage 1: Launch / Diagnosis of the Existing Information System

This initial stage involved the following activities:

  • Kickoff meeting with the technical committee.
  • A documentary review of relevant documents from the sponsor and other stakeholders related to the issue of persons with disabilities.
  • Diagnosis of the existing system, conducted through a diagnostic analysis targeting two main actors:
    • The Directorate in charge of Persons with Disabilities (DPSH).
    • A diagnostic questionnaire was developed and applied to DPSH officials, focusing on data collection mechanisms, the card issuance process, connections between DPSH’s information system and the Social Registry, staff capacity, training needs, and the tools required for a sustainable system.

Stage 2: Development / Installation of a High-Performance Information System

This stage included activities such as:

  • Technical development and deployment of data collection/processing tools.
  • Coaching of MASEF teams and others responsible for data collection.
  • Debriefing meetings with the steering committee on tools and team coaching.
  • Monitoring the deployment of the database at DPSH, MASEF, and other stakeholders.

Stage 3: Establishment of a Continuous Training System

This final stage focused on establishing a continuous training mechanism within DPSH through:

  • Development of a digital training module for persons with disabilities, integrated into a continuous training mechanism.
  • Coaching and monitoring the training process for persons with disabilities.

Deliverables:

  • A detailed conceptual note outlining the methodological approach.
  • Minutes of meetings with steering committees.
  • PowerPoint presentations of results.
  • A training module on information system tools.
  • A report on the training.
  • A PowerPoint presentation for persons with disabilities.
  • Interim and final reports.
  • Annexes: photo album, documentation in PDF or web links.
